TV: The template structure is correct. We need these two different paths because
the letter wizard supports the creation of letters in multiple languages, even
if the OO.o user interface has only support for one language. In order to
separate base install from additionally installed languages packs we need to
paths. Don't worry about the paths, the wizard will build the laguage list
correctly.
I am accepting this bug because the fallback should be English, if the target
language is not supported.
