I will say I think this is rather un-intuitive, and suspect most people would expect the opposite behavior. Regardless of which the default is, it would be nice to have an option for this in the File / New / Labels dialog box. I sould suggest this go in the Options tab, in the "distribute" section, directly under "Synchronize Contents". I'm not sure what the exact wording would be, but maybe "Synchronize Formats", or "Apply format changes to all labels."
