If a paragraph has "Keep with next" attribute set, the "Do not split" is assumed
implicitly, even when it is not set from the paragraph settings explicitly. ODF
definition doesn't mention such implicit behaviour, so I think this is a bug,
even if someone could consider it useful default behaviour.

This is problematic when implementing subparagaph headings. For example:

Heading           The text begins on the same line after
                  the actual heading. This paragraph should
                  be allowed to split. However, if we
                  have a longer heading such as in the
                  following case:

Here is a very long heading

                  Now we begin the text in the next paragraph,
                  but a page break should not occur between
                  this paragraph and the heading above.

Well, ok, fixing the do-not-split behaviour doesn't fix all the problems with
this formatting style, but it could help a bit.

The default heading styles do not have "Do not split" setting currently. If the
behaviour of the Keep with next is fixed, heading styles probably should have
the Do not split setting on by default.
