As described, this issue explains that able to view the cc- none defined when
logged in; Condition: no user has been cc'ed in. else, list of users would be
listed instead of none-defined.
cc- none defined when not logged in; Condition: no user has been cc'ed in.
As no guest users are allowed to enter the usernames in the cc field.
Refer this issue as when logged in or logged out
