If running under Admin's account (which is usually the case), it can put this shortcut to \documents and settings\all users\start menu\programs\startup. Or even better, write it to Registry, HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run. If running under regular user account Setup can't write to Program Files, so I am not even sure that regular user can install OOo.
