I was afraid that this would be misundertood regardless of how carefully I tried
to explain myself.

I realize that pagination in master documents overrides the page numbering that
exists in subdocuments, and it is very easy to understand why that would be the
case.  Unfortunately, your solution does not work at all beyond one subdocument.
 I can understand your confusion with this since I only provided one
subdocument.  If you go to issue 29679, you will be able to download a master
document with many subdocuments.

I reiterate, there is no way of editing the formatting of just one heading
directly from within the master document (which I realize is the necessary
method to achieve the desired results).  That is why I submitted this issue. 
The only available option is "Edit paragraph style..."  As I'm sure you're
aware, that option will edit the paragraph "style" directly rather than editing
only the one paragraph.  The result of that is that either all or none of the
chapters restart the page numbering.  The necessary option is either Format ->
Paragraph... or "right-click" -> Paragraph...  However, that option is not
accessible from within the master document for a paragraph that is part of a
subdocument.

That is the reason why I tried to edit the paragraph (heading) within the
subdocument.  Unfortunately, as I have already mentioned that was a complete 
bust.
