That option has nothing to do with German or old German.

It only does not have a checkbox because it is no on/off setting it needs
numerical values to be supplied.

And about the value of 4: who would ever want a word like "auto" to be
hyphenated after the second character? It would look pretty awkward in the
formatted text and is likely to be less readable. Thus it is considered to be a 
feature.
If you look for example in newspapers or printed books I think at best you'll
rarely find an example where a 4 letter word gets hyphenated

Because of this I set the resolution to 'invalid', especially since if you like
you can change the setting to 2. But for the majority of all users I think 5 is
a quite reasonable value.
