It will anyways take a long time, before there are good and verified translations for documents like that. Another possible solution would be to open an url to OOo wiki, instead of (local) rtf file. Then the wiki page could have many translations and would always be up-to-date. If the solutions above are not acceptable, then I suggest that we just leave the readme rtf out of this cws completely.
