IMHO, the semantics of SOFT HYPHEN character is about text processing. It make sense the word processors only. I see two reasons for rejecting SOFT HYPHEN character at export DBF format. In first, IMHO, the DBF database does not deal line-breaking and text formating. So the SOFT HYPHEN character does not make sense here.
