New modules - that is modules which were never in a build/milestone - are not
handled by the CWS tools. The CWS/EIS database just doesn't know anything about
this. There have been requests to implement a mechanism to add new modules to
the CWS mechanism, but they have been declined. This way anyone who invents a
new module has to ask at least once RE or program management, this is the only
way to control the number of modules. Please note, modules are a restricted
resource and we have already way to many of them.
