Some comments:
rc files belong to an executable or a library. rc files provide elementary
bootstrap information and are looked for beneath their owner. rc files may
reference other rc files, which they do relative to their own location. That
means, that if you move such a file to another location, you have to leave a
link and you have to adapt the content to still find all prerequisits.
Regarding the sofficerc, which currently only defines some simple variables,
moving it to /etc and leaving a link, should therefor certainly work. So, this
is indeed a bug.
