The numbers are correct. 1/3 means: logical page 1 of 3 physical pages total.
Page 1 3/3 means: logical page 1 on physical page 3 of 3 physical pages total.
You have inserted a page break with restart numbering starting with 1. Because
odd numbers always on right sides an empty left page is inserted which is
physical page 2. You can see the page in the page preview.
