I think we might need the rotation about 90, 180, 270 degrees for different text
directions like chinese text that is written from top to bottom some time 
anyway.

I don't think rotation of the legend about any angle makes much sense. The only
idea where it might make a little sense would be a 2d-legend object for a 3d
chart, where you want to align the legend with an axis that is a little rotated
in the 2d projection. But for this a real 3d legend would be the better
solution. (A similar situation is the rotation of axis labels for a slightly
tilted axis. This looks better than unrotated labels, but is not the same as
true 3d labels).
