I have managed to do a partial workaround based on what you explained; I enlarged the footer, AND created a header, so that I could anchor some of the content to there. This is still not ideal, though, because some of the content which must lie on every page must run down the outer page margin from top to bottom, while other content must run along the remainder of the top of the page. The present facility in Writer does not allow for this, but only for one or the other, unless one is prepared to have a frame which is anchored to either a header or a footer, yet lies outside it (such as I havein the case of my top frame). Or maybe there was a better way, but I couldn't think of one. In some page layout programs, you can use "Master Pages" which allow you to set up the permanent content for a page style on any part of the page.
