I haven't detected this issue on my machine because i have had registered *.uno.pkg as a valid file extension for testing purposes on my machine. With this onstraints the windows system file dialog works as expected. The problem is the "." in the extension. I decided to introduce a new default extension "*.oopkg" for bundled packages. "*.uno.pkg" is still valid for bundled packages but it will be exchanged with "*.oopkg" when exporting such a package. The new extension "*.oopkg" has the advantage that no direct implication to UNO exists which can be an advantage when we extend the package (extension) feature to templates, autotext, ...
