Of course, your are right. I haven't detected this issue on my machine because i
have had registered *.uno.pkg as a valid file extension for testing purposes on
my machine. With this onstraints the windows system file dialog works as
expected. The problem is the "." in the extension. I decided to introduce a new
default extension "*.oopkg" for bundled packages. "*.uno.pkg" is still valid for
bundled packages but it will be exchanged with "*.oopkg" when exporting such a
package.

The new extension "*.oopkg" has the advantage that no direct implication to UNO
exists which can be an advantage when we extend the package (extension) feature
to templates, autotext, ...

The DevGuide will be adapted asap -> i64995
