It is a normal operation. "Standard" assumes, that numbers are written in the
style of your local. If your local doesn't use a dot as decimal separator, you
must tell OOo, that in the imported numbers the dot is the decimal separator.
Perhaps you had set a different local in a previous versions?
The same problem occurs with dates. There you must tell OOo which order of year
- month - day is used in the data.
