That means that a type is deployed twice in both packages with different definitions (probably different signatures) and that is not allowed either way. That the first pacakge can't be deployed in general seems to be a problem of missing types. So where exactly is your problem? Can you please provide two working packages to reproduce the error. I tested two packages with the same content but different names. I deployed the first package 1, run a test (instantiate the service) and deploy then package 2. It works as expected. The last step i did, was to remove both packages -> works as expected as well.
