This doesn't seem to be an i18npool issue, forwarding to the gsl/vcl team
(Graphic System Layer / Visual Class Library). However, I can't confirm the
issue, starting an en-US installation with SAL_RTL_ENABLED works as intended.
Maybe correlated to the fonts in use? Or some changes you did?
