In case of storing of the bugdoc with password the manifest.xml stream is circa three times bigger, so it is big enough to trigger the problem. According to the source code the problem must be reproducible even in OOo1.x. But I would say that this is a desaster that must be fixed as soon as possible. And the fix is very easy.
