I cannot reproduce the problem from the scratch.
I assume, that the numbering attribute has been removed manually from the
heading paragraphs by pressing Backspace when they were once numbered.
If it is not the case, please attach a sample document to this issue so that we
can reproduce the problem. Feel free to reopen issue when you have done so.
