After the design clear is it might make sence to change the code in the method
"SfxDispatcher::SetMenu_Impl()" in sfx/source/control/dispatch.cxx.
The line
if ( !xLayoutManager->isElementVisible( aMenuBarURL ) )
should be probably removed or changed.
