According to the ooo helptekst:
Weeknum needs a number: Weeknum(number; mode)
Concatenate gives a text output.
So:
Weeknum("text" ; mode) wil not give a correct output...
Weeknum(DATE(2000+VALUE(D83);VALUE(E83);VALUE(F83));2) should work for you...
I think this should solve the problem...
