Yeah, I missed out an important thing...
The current behaviour matches the one from MS Word in the best way.
MS Word's objects do not have different anchor points (even not "to page", only
something, which is like "to character" in OO). Until OO 1.1.5 it was the best
way to interchange "to page" with Word's attribute "don't move object with
text", because it came closest. Since OO 2.0, the object positioning has been
enhanced in OO (additions have been made for more MS compatibility). Thus, the
import from MS Word now uses "to character" for all objects because in MS WOrd
all objects are anchored like this.
