bei->pjanik: previously CWSs created by cwscreate where announced on the mailing
list as soon as the owner was set via EIS. This got broken as we added the
feature to automatically set the owner already when cwscreate was being called.
Now I changed the feature slightly and the mail will be send now as soon as a
description has been entered into EIS. After some discussion we decided that we
would not already send the mail when cwscreate is being called as such mail
without a description would be nearly useless.
