HSQLDB is not best solution, but I will suggest simple text file. CSV or
somethink like this.

TeX uses simple text file and there aren't any performance problems even on very
huge bibliography databases. Used dbase database hasn't any indexes anyway.

And text files don't have any problems with fixed length values, encodings, are
easy to transfer and easy to repair in case, that somethink goes wrong.
