I'm not sure what the exact reason is, but it seems to occur when there is a large amount of text in the cell. To duplicate the issue: 1. Open the attached document in Calc. 2. Select cell 1B (which has a large amount of text) 3. Change the font size from 10 to 8 pt by using the font selector in the toolbar. 4. The font appearance does not change. 5. Select cell 2B (which has a small amount of text) 6. Change the font size from 10 to 8 pt by using the font selector in the toolbar. 7. The font appearance changes properly for this cell.
