In some CWS (dba30 IIRC), the UTF-8-restriction for flat files is removed, so
you can use UTF-8 for flat files then. However, read-only-ness in fact renders
this format useless for a Bibliography database.
(Anybody volunteering to implement write access for flat files? :)
