FL->OS: I support the patch. Please check and integrate the attached patch.
For OOo 1.1 we had dropped/moved the CTRL+UP/DOWN feature to move paragraphs to
CTRL+ALT+Cursor due to concerns with accessibility of OOo. Then we had feedback
that this feature has been missed and assumed to be broken, so we decided to
re-activate CTRL+Cursor for this move feature. But right after we did the
change, we got the first issues from the accessibility community that paragraphs
will be changed by accident... Furthermore all other major word processors
behave different.
