The behaviour with the writer is a feature. at least that is how it always was.
Changing this behaviour would be complicated as we would have to analyize if the
writer clipborad conents is just simple text or contains more complicated writer
features that we can not support inside a draw text object.
The behaviour with wordpad changed because of issue 54641. I agree that in this
case this looks like a bug, but I can not just change the behaviour back because
we did the change for a reason (see specification).
I'm not sure how to deal with this, my idea is to have a list of known ole types
and define which should be the default format for pasting. But this change
should be done for all applications. I hand this issue over to user expirience
for further consideration.
Retargeting to 2.x also as this is no regression but works as specified. If this
behaviour is still considered a bug we have to change the specification for this
feature.
