This is the sorting rules. They are described in the attachment
"fo_FO-collate.html".

This one I can't guess the exact meaning of.

This sounds like transliteration rules (for example from
Greek, Russian or Arabic to Faroese). I think the best
choice - until I can get my hands on whatever rules the
linguists at the university have written down - is to refer
to nn_NO.

PS: As a language, Faroese is closest to Icelandic, but
formal rules (like currency, phone numbers, addresses)
are generally like in Denmark.
PPS: The Danish transliteration rules are definitely
different from the American ones.
