When saving a project of any type using the "save as" command, the folder which
the file is saved into can subsequently not be encrypted using Windows XP's
native encryption utility ("Properties->Advanced->Encrypt files") until the
machine is rebooted, even if the file or OpenOffice application is closed. The
files within the directory will encrypt as normal, but the folder itself will
not be, and Windows will state that it is "in use."

This problem seems only to apply to encryption, as Windows will still allow the
folder to be moved or deleted as normal without registering it as "in use."

Steps to reproduce:
1. Create an OpenOffice project of any type and save it, or open an existing
project and use "Save As" to save the project under a different location and/or
filename. Using the standard "Save" command does not in my experience cause this
issue.

2. In Windows Explorer, right-click the folder in which the project file was
saved and select "Properties->Advanced->Encrypt folder to secure data."

3. Click "OK" three times.

Results: Windows will tell you that the folder is in use even if the file or
OpenOffice application is closed, and therefore cannot be encrypted.

Expected results: The folder should not remain or be read as "in use" after the
file and/or application are closed.
