The general tabpage has no specific helpid set, on the master a dynamic one is
created. The file tabpage works as she has a helpid set. I don't know why
dynamic help ids fail in warnings01, maybe its just a build issue.
But since the only person on earth who knew about dynamic help ids is on
vacation, I fix this specific issue by adding a new static help id for the
general tabpage and It shall be known by the name of...
HID_GALLERY_PROPERTIES_GENERAL
