The old code was of course there to get a little bit of primitive border
handling without using CSS. I don't think there is much need for that today, I
guess we can use your patch and always use CSS styles for borders. There is a
global option to select the HTML version for export, but so far we don't use it
in Calc, and using the option only for borders probably wouldn't help anybody.
