ok, we do not need PDF1.5 if we rely on acrobat reader as viewer application
(AFAIK there are no other PDF viewers that actually support widgets besides
rendering their default appearance). In this case Adobe's implementation notes
say that before PDF1.5 (that is reader 6) the tab order is derived from the
order of a page's annotations entry (what contains all annotations including
widgets). So we can use a simple reordering of the widget annotations to achieve
the desired effect.

The implemented tab order is as follows:
- lowest taborder attribute comes first
- for equal tab order attributes upper widget comes first
- for equal tab attributes and equal y coordinate the left widget comes first
