JSC -> TBO: it can be simply tested by deploying an old (*.zip,*.uno.pkg)
extension and export the extension. The export dialog suggests a new bundled
package name *.oxt. In case of a *.zip package the export function has already
inserted a manifest.xml and in fact of this it implicitly has converted into a
bundled package.
