No bug, but far to much trouble. This is duplicate to issue 25280.
1. Open table of contents (TOC) for editing.
2. uncheck 'Protect against manual changes'; OK
3. Set cursor in upper left of TOC
4. Use alt+enter. Notice, you are still inside the TOC and have created a new
line.
5. Use alt+enter again. Now you have a new line outside the TOC.
6. Go back into the TOC and delete the extra line.
7. Open TOC for editing and protect the TOC; OK
