If you hit enter, you create a paragraph. And then the settings for spacing before/after paragraph took place. And there you are right, that spacing do not use the reduced line spacing but takes as least 'single'. But that bug is already handled in issue 44534. If you use 'fixed' for line spacing the paragraph spacing works as expected. But 'fixed' cannot be less than 0,25cm and 6pt is approximate 0,21pt.
