"Fixed" line spacing should be possible with values less than 0.25cm. At least a
line spacing of 6pt should be possible, which would be approximate 0.21cm. Such
line spacing is correctly shown, if a doc-file with that setting is imported.
Therefore it seems to be only a problem of the UI, which does not allow such
settings.
