Actually is necessary unmerge cells, delete (or insert) row (or column) and then re-merge cells again. Very difficult. In version 2.03 the problem remains. In M$ Excel this is possible so it is important to solve the problem in Ooo. Note that this issue and issue 14769 are about the same thing and have 31 votes.
