I suspect there is a comparison of the date time stamp of the configuration file
updated with the date time stamp of an installed file ie if date/time <=
date/time of other file then show welcome.
If the clock is only minutes or even hours behind then the problem can
'mysteriously' disapear. In my case, being 2 years behind, it would probably
never disapear.
