I don't know about word 2003, but word 2000 (which last time I looked still
consituted the bulk of office installations worldwide) certainly allows to
control table-to-text distance.
You only have to set text mode to "flow around" the table (and then if the table
width and horizontal margins are sized properly text only flows before and after
the table just like in OO.o
