If new icon sets are being drawn, lets not make the same mistakes as we did
previously:
* icons should be scalable: svg preferably
* a single theme [ eg. 'high contrast' should be in a single icon set ]
+ ie. lets make sure we don't keep packing duplicate icons into images.zip
