2006 -------
- open an arbitrary text document
- switch on the "Form Controls" toolbar
- switch the document to read-only mode
=> the "Form Controls" toolbar vanishes, as expected
   (since they do not have the SFX_VISIBILITY_READONLYDOC flag)
- close the document
- make it read-only in the file system
- open the document, again
=> the "Form Controls" toolbar is show, but it shouldn't

fs->mba: what makes this bug 2.x-worth to me is that all three form design
related toolbars are affected, and that form documents in databases - basically
embedded text docs - suffer from this. That is, when you previously designed a
form, and then open a database form for data entry by double-clicking it, then
all design-related toolbars are shown, and clutter the UI (remember the
dashboard database?).
