The reason you should set the password toghether with the "Restrict permission" check box is to prevents other people to unlock your PDF file and change the print permissions (or any other you may have set). Have a look at issue 67578, the attachment http://www.openoffice.org/nonav/issues/showattachment.cgi/37895/draft-doc-pdf-security.odt is the draft of the documentation, you'll find inside the doc suggestions on how to use the feature. I'd like to suggest you ask for further help in the [email protected] list, even if this is a feature available on a snapshoot download, so other users can benefit as well.
