Filter settings are saved with defined database ranges, so wouldn't
match the actual data view if document was reloaded. Not saving just the
new settings would probably quite confuse a user.

You'd introduce an even longer lasting project..

Filter settings would be lost (or garbled at worst) and not match the
filtered data. But that's not the point in this case. Modifying the
document format means having to undergo the OASIS process to review and
accept changes. It just takes its time. But I'll propose it.
