cmc->jbu: I've commited essentially this patch plus Py_DECREF(pUtf8); as
systempython2. python-core is already excluded from scp2 with #ifndef
SYSTEM_PYTHON, If you are happy with that, can use set this task to "verified"
and the workspace will be integrated.
