You can test this by changing the UserInstallation path in program/bootstrap.ini, e.g. to Try to UserInstallation=$ORIGIN/../UserInst. The user installation folder then will be created within the installation fol- der. When you start the Office afterwards it will behave like if you start it the first time after installation. If the problem is gone then it surely was a problem with older installations that haven't been deinstalled completely.
