I spoke with MMP about this. One possible solution is to manipulate the
'Slide->Display Background of Master' when the background of one or all slides
is set or reset. Additionally the dialog that opens for the 'Slide->Page
Setup...' entry of the context menu can be extended with an additional
background selection control for the master background (either by adding a new
tab page or by adding a second control to the 'Background' tab page). A text
could then warn the user when he is about to modify the master background while
the slide background is set (and which hides the master background).
