I checked with "2.0.2  German version WIN XP: [680m5(Build9011)]", result "works
for me":

steps to reproduce my result:
1. Start OOO
2. Open new CALC document
3. Menu "Tools - Options - OOo Base"
4. Select "Databases"
5. Select "Bibliography" in "RegisteredDatabases" pane
6. click "EDIT"
   You should find a URI like   
"C:\Dokumente_und_Einstellungen\Rainer\Anwendungsdaten\OOo-dev2\user\database\biblio.odb"
7. Change Word "database" in URI to "tjththwp" or some similar nonsense
8. click <OK>, and you will get an error message "file ... does not exist
   expected after reading report: truncated wrong path will be shown
   actual: complete wrong path will be shown

So it seems that the problem is already fixed or only visible with WIN2000

@colinmain:
can you contribute a step by step instruction how to reproduce the problem with
the current OOo version?
