You can also use the extrude button in the drawing toolbar....
The 3dsettings toolbar is context sensitive. It disappears if the user cannot
use it. The behaviour is as it is described under
http://specs.openoffice.org/ui_in_general/toolbars/openoffice_org_toolbar_spec.odt
